The U.S. Fleet Forces Command Director of Civilian Human Resources (DCHR) serves as the day-to-day technical authority for human resources advice and technical human resources determinations affecting the command, to include its human resource offices (HROs) and satellites. DCHR basics and services include:

Serving as the principal HR advisor and technical authority within the command on civilian HR issues

Advising the chain of command and the deputy assistant secretary of the Navy for Civilian Human Resources (DASN (CHR)) on decisions and issues impacting current and future command civilian workforce

Providing technical direction to command HROs and their satellite offices, and provides or advocates for sufficient resources and capabilities for those offices

Leading support and report on command and activity human capital and strategic workforce planning processes

Developing and administering command-wide guidance for HR programs, processes
and operations, and assessing implementation of HR policies and programs

Developing and maintaining HR performance metrics

Participating in and supporting DoN-wide efforts to improve and enhance recruitment and retention programs

Advocating command requirements and representing the command in DoN HR
policy, program development and field operations issues

Collaborating with the servicing operations center director to provide end-to-end HR services for the command

Collaborating with staff on DoN HR issues, legislative initiatives, DoD regulatory
changes, and DoN-wide HR policy improvements

Monitoring command development and use of HR information technology (IT)
systems and applications to ensure compliance with DoN IT policy, and HR functional application management (FAM) requirements
