Welcome to the U.S. Fleet Forces Command (USFFC), Civilian Human Resources. This department serves as the day-to-day technical authority for human resources advice and technical human resources determinations affecting the command.
 
The USFFC employs a diverse civilian workforce of 35,000 individuals in various roles and locations globally. These roles range from skilled trades in submarine and ship maintenance to highly specialized positions in science, engineering, research, and cybersecurity. This department oversees this workforce through five Human Resources Offices and a satellite office and ensures the effective management and development of USFFC's civilian employees, who play a critical role in supporting the U.S. Navy's mission.

Kelly L. Dattilo
Director, Civilian Human Resources
U.S. Fleet Forces Command

 

Kelly Dattilo serves as the Director of Civilian Human Resources (DCHR) for the U.S. Fleet Forces Command in Norfolk, Virginia. Prior to her current post, she served for five years as the Total Force Management Director (N1) for Commander Navy Region Europe, Africa, Central (CNREURAFCENT) in Naples, Italy. Ms. Dattilo has nineteen years of experience in Human Resources and Manpower Management, including sixteen years of civilian service with the Department of Navy (DON).

In 2008, Ms. Dattilo began working as a Human Capital Specialist at Strategic Systems Programs (SSP) in Arlington, Virginia. While at SSP, Ms. Dattilo led the design and implementation of various HR development programs, including a competency-based employee assessment system and a 360° Leadership Assessment and Coaching Program for Senior Executive Service (SES) members and senior officials. In 2010, Ms. Dattilo transitioned to the Department of Navy’s Office of Civilian Human Resources (OCHR) - Norfolk Operations Center, where she served as the Director of Recruitment Support Services and oversaw multiple HR programs including Classification, Priority Placement, Reduction-in-Force, Delegated Examining Processing, and Records Management.

From 2012 to 2018, Ms. Dattilo served as the Deputy Director of Total Force Management and the Deputy Director of Civilian Human Resources (DDCHR) at the Bureau of Naval Personnel (BUPERS) in Millington, TN.  Ms. Dattilo was responsible for BUPERS HR and Manpower policy and programs, servicing over 10,000 customers worldwide. She was the principal advisor on civilian HR programs, specializing in recruitment/staffing, workforce shaping, HR information systems, data analytics, marketing and outreach. While at BUPERS, she developed the Civilian Workforce Development Strategy and led workforce shaping efforts in support of Manpower, Personnel, Training and Education (MPT&E) transformation.

Ms. Dattilo served as the Region Human Resources Director for CNREURAFCENT from 2018 to 2019, overseeing five Human Resources Offices in Europe and Central Asia. She led the development of the first Total Force Strategic Human Capital Plan for a complex, overseas command encompassing 5,000 military, U.S. civilian, Foreign National, and contractor personnel spanning 3 Combatant Commands, 9 installations, and 5 U.S. National Support Elements and NATO bases. In her current capacity as the Director of Total Force Management, Ms. Dattilo directed the implementation of an innovative transformation strategy to optimize HR service delivery for approximately 6,000 Department of Navy U.S. civilian and Foreign National employees across the European, Central Asian and African theaters, resulting in dramatically reduced overseas hiring timelines by an average of ~80 days. She serves as the President of the Joint Civilian Personnel Committee (JCPC) in Italy, Greece and Spain, a four-star delegation from the Combatant Commander to direct policy and advise on all matters related to the employment of foreign nationals in foreign areas.

Ms. Dattilo holds a Bachelor’s degree from the College of William and Mary. She lives with her husband and four children in North Carolina.

Latreece N. Strong
Deputy Director, Civilian Human Resources
U.S. Fleet Forces Command


Ms. Latreece N. Strong joined N1CP on May 6, 2024, as the Deputy Director of Civilian Human Resources (DCHR). Prior to this role, she served as the HRO Division Director at Military Sealift Command (MSC) Headquarters in Naval Base Norfolk, VA, from January 2022. In this position, she managed a diverse workforce, overseeing multiple divisions and teams of human resources specialists and support personnel.

At MSC, Ms. Strong was responsible for supervising four branches and 39 staff members across GS-5 to GS-13 grade levels. These branches included Recruitment/Staffing (Ashore), Marine Employment (Afloat), Classification, and Marine Processing departments. Before her tenure at MSC, she worked at Norfolk Naval Shipyard from July 2017 to 2022, holding various roles such as HR Assistant, HR Specialist, and HR Supervisor in Recruitment and Compensation for Code 30.
With over 13.5 years of experience in government human resources, including military, state, and federal services, Ms. Strong brings a wealth of expertise to her current role. She is a retired U.S. Air Force veteran with over 20 years of service. Her Air Force career encompassed roles in the medical field as a Medic/EMT B and Enlisted LPN, as a training Instructor and training Instructor Supervisor, and Enlisted Accessions Recruiter.

Ms. Strong holds degrees in Allied Health Science, Human Resources Management, and Instructor of Technology and Military Science.
